No. Pension Credit recipients who rent their home can also apply, provided their landlord gives written consent. Housing association and council tenants may be referred through their landlord's own scheme. Owner-occupiers qualify directly through the Warm Homes Plan.

I receive Pension Credit but my home is fairly new. Will I still qualify?
